I have some models that came with a painted Roman army I bought at a convention. However I don't intend to use the models in my Roman army and thought about making a force just for them but I honestly don't know what ancient state they represent. Any help?

The bottom ones look like Minifigs. My second guess would be Irregulars.

Thanks but again not asking about manufacture but what state, kingdom or faction they might represent.

The top ones could be Kappadokians or perhaps Phrygians.
