I'm running a modified version of several campaign engines to emulate a song of ice and fire campaign.
Players must control 5 capitals, and have 1 family member left alive before winter comes, in order to win the game.
I need to spice it up a bit however…

In the ASOIAF universe, there are famines, assassinations, and marriages….
Is there a system (d100 or something) that charts these types of things?
How should I (the umpire) handle assassinations?

I think you'll have to design such a system yourself. My advice would be to create two separate charts. One to handle random events from the ASOIAF universe (famine, marriage, supply shortage, Red Comet, news from the Dothraki Sea, whatever flavor you want) and another chart that allows players to attempt intrigue. This would give players the ability to try assassinations, etc. Intrigue rolls could be modified by certain special events from the first chart (Red Comet this turn improves your chances at attempting intrigue) or particular houses may be more adept at intrigue rolls (+1 for Lannister). Just a thought. But I do think you're better off splitting into two charts--a random one, and one that gives players some ability to do something of their own accord.

You could use the Avalon Hill Kingmaker events cards changing the names to reflect places and prominent people in your world.
