ok the options for 15mm seem kind of slim, i did find houstons guns in 25 mm and some pulp guns in 28mm so may up the scale.

are there any decent priced figures to use with late 19th/eary 20th century gun boat actions?

also any good rules i found boilers and breechloaders v2 on sale how do those rules play?

Old Glory has a package of naval gunners in one of its colonial lines. These are 25mm. I think RAFM produces a six figure pack of ACW naval gunners.

My club has been toying around with some 28mm gun boats recently. Well, we had one play test game using slightly modified Sky Galleons of Mars rules. We definately need a much bigger table! It was fun and played well though.

Here are a few pictures of the play test. It was just throw some ships on the table across from each other and blow each other up.

The German ships were from Honourable Lead Boiler Suit Company and Grand Manner (with some gun additions). A lot of my figures were from Askari miniatures. I have a bunch of sailors I need to paint up still.

Eureka Miniatures has a set of RN deck crew. You could also look at Copplestone Castings or Perry Miniatures (Sudan line) for Naval Brigade artillery crews and looting the gun crews.

Pulp Figures has USN crews for 1920s/30s – not sure if that fits your definition of early 20th Century!

Whoops – Pulp Figrues US Gunboat crews have been withdrawn, but they have RN deck crew!

Honourable Lead Suit Boiler Company would appear to make a lot of what you want as well, here's a link to some of their 28mm guns;

If you don't want to up the scale then Peter Pig's Naval crews are first rate. In addition, East Riding Miniatures has a nice line of 15mm deck guns and gunboat accessories. Old Glory has a very nice 15mm side wheeler; I love mine. I've seen (but don't own) Peter Pig's 15mm boat and its fantastic. Not necessarily a 'true' gunboat per se but many gunboats were makeshift.

Old Glory has a pack of naval artillery crews and some gunboats (one is suitable for Mimi/Toutou type for Africa type battle with crew). The Old Glory crew is sold in pack of 20 and they are suitable for English, German and French navies. Askari miniatures also has crew suitable for manning both deck and artillery, also for British, german and french type navies. Eureka has a type of colonial crew.
For armed sailors see also Copplestone and Brigade games.
All the above in 25/28mm.

Redoubt had an ACW naval crew but not sure how their moulds are
