The 3 inches apart rule does seem like "zone of control" from boardgames. |

Yes, it does seem easy to do, but even easier if someone has already done it! The 3" inch rule both for cohesion of units and distance between units indeed implies a ZOC and an easy transformation to hexes. |

I would say this, off the top of my head: Use 1 hex = 3". Make the movement of any units that move 8" or 10" = 3 hexes. Everything else, ranges and movement, is divisible by 3. Each hex of rough terrain entered counts as 2 hexes of movement. |
