The 3 inches apart rule does seem like "zone of control" from boardgames.

Yes, it does seem easy to do, but even easier if someone has already done it!

The 3" inch rule both for cohesion of units and distance between units indeed implies a ZOC and an easy transformation to hexes.

I would say this, off the top of my head:
Use 1 hex = 3". Make the movement of any units that move 8" or 10" = 3 hexes. Everything else, ranges and movement, is divisible by 3. Each hex of rough terrain entered counts as 2 hexes of movement.
