Tango 01: I would be very wary of anything the Council on Foreign Relations says comes from the PLA. Maybe the PLAystation. China just announced cuts of 300,000 personnel from the Chinese armed forces recently, so I would take this stuff with a large grain of salt. Rod Robertson. |

That STILL makes them the nation with the largest military force. Really says something when you can cull what equates to the entire population of Pittsburgh (or, say, Coventry for our UK brethren) from your forces and still have the largest in the world. |

The PLA has been downsizing lots over the last decade or so, and will continue to do so for a while to come. This is because its aim is to create a highly professional, well-equipped, well-trained force that can go toe-to-toe with western armies and win. They know that human wave attacks just don't cut it any more, and are investing in soldier modernisation programmes just as other nations are. |

They are gradually modernizing their equipment and improving their technology, but equally important is the elimination of corruption and graft within its ranks. The traditional culture of giving favors based on personal relationships or "guanxi" makes it challenging. |
