I would use Kallistra's Hexon II for such terrain. Indeed I have done exactly that for my large battle ACW rules.

Konstantinos's approach is a good one for people operating within cost and space constraints. And it's more flexible than modular hex terrain.

Besides paint and flock, another way to improve the look of the hills would be to use thicker material. 1/4" thick would probably be ideal given you need up to 3 layers. Here in the state you can buy a mile of 1/4" pink board (folded, for easy carrying!) designed to insulate garage doors. I think my batch cost me $30. USD

Even using scrap corrugated plastic (get to know your local sign maker) would work, after sealing the edges with tape.

well give me some time, foilage, sand, and white glue and I should make it nice. But yes Hex Terrain is wayyyy expensive for me, though I can see its charm.
