15mm 40K:
3rd edition rules plus VDR, 2nd Edition Overwatch, 6th edition Focused Fire, and 7th edition Overwatch(call it Reactionary Fire?)
Oh and keep 7th casualty removal rules…
Keep standardized lists as it's 15mm and focus should be on movement and tactics rather than Tricks and Gear…

I'd actually suggest 4th edition instead of 3rd, with an additional change to the "Defensive Weapons" rules for vehicles.

4th edition allowed models armed with rapid-fire weapons to move and still shoot up to 12".

The vehicle rules change is to declare all weapons S5 and below as Defensive Weapons, allowing Marine and IG tanks to fire their heavy bolters on the move.

But otherwise, sounds like a plan I might even be able to use for 28mm 40k.

If I wasn't going to do 2nd or RT, I'd ponder using the current one, sans army lists.

The upside, is 3 through current, you can mix and match rules pretty easy, especially if you aren't too fussed with army lists.

We did a fair bit of 15mm Rogue Trader for a while and it was great. Was part of the impetus for writing Clash.

We used 6mm, was great how the ranges felt better on the weapons.
We kept them the same for Short and Long.

I am sure 15mm will feel better compared to 30mm.
We did shorten movement for those games, but the smaller the scale the better the ranges for the weapons feel.

Yeah, shortening movement ranges is one of the things I'm thinking of. I think that alone would balance how powerful close assault is.
I like using the weapon changes from fourth as well. Looks like a great game to be had. I'm looking for larger games, but with the same level of crunch in the 40K system. Also looking at some form of alternating activations…

Ivan, I have a few issues with using the current version. Namely the terrain cover rules and line of sight rules. Especially considering the smaller figure sizes.
Although that's as easy to fix as any other issue. For smaller games I'll be using your system…

Yeah, makes sense to use whichever edition requires the least changes.

We messed with alternating activations in 3rd edition and it was easier to implement than we had anticipated.
