Went to the General Quarters web site and it listed WWI Navies Supplement for Fleet Action Imminent but could not find it on the site. I paid for the copy of Fleet Action Imminent so I should not have been restricted from downloading it.

I have an American fleet of this period and my friend has a Japanese fleet of the period.

It's not a free download it's a digital product.
You can find it in the store under digital download on the GQIII page – costs $9.95 USD
