Tim,
Its a Landwasserschlepper (Land Water Tractor.) A tracked amphibian, the German equivalent of an LVT 4 Alligator.
Not many built. Prototypes were ready for Sealion in 1940, afterwards used in North Africa, where two were to be used in an amphibious assault behind the Gazala line in 1942, which was cancelled, and on the Eastern Front.
