I can find most all of the "versions" of Dr. Who---and even the weeping angels----how about Cybermen and Dalek minis
Prefer non-shapeways in 28-32mm

Any help would be appreciated.

Look for the Dr Who version of Risk. I think the Daleks are good for you.

The largest Daleks in Dr. Who Risk are 20mm.

Also, Look for the old Citadel plastic set of Daleks & Cybermen. Might be hard to find. & they're probably a bit small in comparison to today's heroic figures. Maybe they're true 25s
