Sailpower would work for the naval battles.
Might work for the boarding actions too, though I suspect a dedicated set of skirmish rules for that might be better.
A guy a while back did that as a participation game, and his pics and writeup look/are superb. Of course, BB gets special treatment, since he is so tough to kill.

Apparently, at the time, he was unaware all of the vessels were single-masted ones, but they still look great!
I think there's a writeup of the game, and rules used, on-line, and posted in one of the naval reviews, but I'm still looking for it again. Had it saved, but the last PC died, so……

I recommend the Sailpower 15mm sloops for this, since they are quite nice.
Note – Blackbeard's sloop is much more heavily armed than his two opponents, who supposedly only have a couple of swivel guns each, IIRC, since they're commandeered fishing/working sloops (might be a little smaller than BB's vessel). The English do have the edge in the number of men though, and I suspect sobriety as well, from what I've read.
BB did put up a tough fight, so it should be an interesting battle.
