"The Iran Shipbuilding and Offshore Industries Complex appears to have built a new ekranoplan at the shipyard located near Bostanu, satellite imagery suggests.

Imagery acquired by DigitalGlobe from October 2014 shows Iran's new flying boat. It's the country's first new model since publicizing the Bavar-2 back in 2010.[1]

The ekranoplan, also known as a ground effect vehicle after the technology it employs, was observed near the shipyard's transverse table at the time of capture. Additional imagery from November also showed the boat in the water suggesting that harbor trials took place — though it's doubtful the craft is operational. Subsequent imagery has shown that it returned to the ISOICO's fabrication shop. In fact, imagery as late as April still showed it at the shipyard…"

It was a dead-end design for the Soviets as it can only operate in calm waters and favorable winds.

I hope the Iranians continue to throw money into this research.

Flying boats became obsolete for the same reason as the GEVs. Depended on calm waters to operate.

The difference being that a flying boat just needs water to land and take-off. An Ekranoplan needs to be close to the surface at all times.
There are also two types of GEV`s, the Ekranoplan which requires to be moving forward in order to create the `air cushion` under it and the Hovercraft which uses fans to create it.
While both Flying Boats and Hovercraft may be unpopular at the moment I suspect that the only reason we don`t see them around much now has a lot more to do with the few big conglomerates that currently dominate the aircraft industry not bothering to develop new types in a `niche` market rather than any inherent flaws in the idea.
