Hello,
I have a vague memory about a free (?) set of rules designed for 1/144 WW2 tanks on hex terrain, that was on a website years ago. I think it was a French game but I can not remember exactly. I forgot the name and I can not find anything on google. It was a very simple tank skirmish game. Can you help me to find it again? Thank you!

I doubt these are what you refer to, but they are free, they are based around hexes and the 10mm scale (because a side can have 3 bases in a 4" hex).

There are also some designer notes on my blog

They cover mid-war East front at the moment, but it is my intention to expand them out.

Ambush Blitz is a well written set designed for 1/144th scale minis and for playing on a hex grid, but not free:

There is us Maneouver Group but its not free. But you get to play with the tanks by turning the turrets :-). It makes rules simpler, more reasonable and adds to the spectical of the game. Ideal scale is 1/144 due to ground scale and tank gun ranges. Plus if you are interested you can generate your own tanks specs without having to buy army lists! You can even play with infantry if you really want too ;-).

Is being free a requirement? And what level of play do you want? Mein Panzer is one vehicle=one model, and one gun=one gun, and one infantry stand=one squad. We routinely put a company on the table for each side, they are not free but are reasonably priced, see here odgw.com.

Simply play using 1/144 with 15mm rules.
