Can anyone suggest a method for fixing already based figures to a larger base in a way that is both OK for play and non damaging to the base on which the figures are stuck ?

Apart from magnetic of course …

Depends on the bases, but I've done some "slide in" sabots for use with with bevelled bases: link

Double sided tape has always worked for me.

I like to use rubber cement. Pull the bases apart and rub off the dried glue.
