I've always fancied this army, mainly because of the cuirassiers in buffcoats, brass eagles riveted to the chest of their cuirasses and huge white helmet combs.

The Swedes fought and fired in two-deep lines. Who knew?

Now the question is – who makes these in 28mm? 1813 I have heard of, but what about these??

and the other question is – what was the strength of a Swedish battalion? Probably it's there somewhere.

If you mean the uniforms with the unique top hats, Eagle Figures has a number of earlier Swedes both infantry and cavalry.

Does anyone have any suggestions for rules suitable for this war ? The forces are all fairly small, even Oravais had only 5500 vs 6000.

You could try WRG 1685-1845 and halve the figure scale to infantry 1:25 and cavalry 1:20.

Any 1:20 rules like General de Brigade will do.
You could also use Black powder
