Vol,
Sometimes you want to show top-class models. You would add oars and crew to man them. This would be a 1st class show.
Sometimes you need markers to show on the table. In this game one could just group the figures together on the water and say they are in boats, not nice. Use a bit of paper as the boats and place the figures on the bits of paper and say they are in the boats. Not the best,but would work. Or do as above. The boat are a small part of the game. I think they are fit for purpose and look good for this type of game.
