Considering the size of the tools in the linked article, compared to the model, it must be a very small scale – like maybe 15mm or less – what ever that works out to in Railroad model scale.

Durango Press makes its kits in HO (1/87) and N (1/144). I'm guessing that the ones in the article are N-gauge.
