Why build a ship that will primarily be used for transporting soldiers and equipment?. My guess is that the Turkish government wants something that could be deployed to Cyrus or to the Aegean Sea in the event of a crisis.

I can think of several uses, including providing a stable helicopter platform and command centre for earthquake relief.

Why build one? Turkey has a history of providing troops for NATO and UN operations. It is part of their alignment to the west vice east strategy stated by Attaturk.

Who wouldnt want one?

This will carry 12 helicopters, 12 warplanes, 46 Leopard II tanks plus 1200 combat troops.

Pretty cool.
