I want to be able to use them as a temporary sabot base for figures already mounted on steel washers.

Litko can supply wooden bases at that size, plus adhesive magnet to match.

McMaster-Carr offers all sorts of magnetic sheets that can be cut to any size you want. I cut mine on paper cutter, can use scissors.

I've seen 1" wide magnetic roll tape in Wal-Mart…at least the big ones that have an arts and crafts department and the usual arts and crafts stores. If you are willing to cut to length. The tape does not have the greatest magnetic properties in the world but are fine for plastics and 15mm figures. Larger figures may need a test run to see if it meets with your satisfaction. If moving sabots then they should stay in place fine enough.

Not wild about tape roll. Tried it and it still wants to curl, is kind of thick for what you need. Go to an office supply store. They sell business card sized flexible magnets. Adhesive on one side. Easy to cut to size, perfect for the sabots you're talking about. You can avoid Litko's exorbitant shipping costs.

McMaster-Carr also has magnetic rolls. No need to cut the sheets, just order in 1 inch and 3/4 inch rolls.

I am looking for a company that has already done the heavy lifting.

Battlefront used to (and still may) sell magnetic bases in their standard sizes.
Surely somebody makes the same thing in 2" x 1"?

Shogun makes a plastic base with magnetized bottoms in a 1x2 size. shogunminiatures.com

I thought Wargames Accessories might have that size but no:

They do have: 1 3/4 X 2 5/8 and 1 x 12 (maybe you can cut them)

I've ordered custom magnetic sabot bases from wargames accessories in the past and am happy with them.
