Who does 15mm FIW provincials (British) . I saw the Blue Moon ones but they have not a lot diferent poses.

Probably not the answer you are looking for, but Blue Moon's British line infantry are not that much different from their British provincial units in terms of uniform. With a little creative brush work you can paint up the British line skirmishing as provincial units to give you more variety in terms of pose. It's an option.

Sorry I just found this post, and it may not be helpful to you anymore but I found a few sources for provincials in short coats:
Freikorp (at totalsystemscenic.com/) has an FIW range with
BSY7: Short coat, cocked hat
BSY7a: Short coat, round hat

Matchlock Miniatures has a figure with a short coat as
"British Woodland Campaign Dress Advancing" : Short coat round hat.

I think I tired getting woodland campaign dress marching but they weren't in short coats or had long beards.

I think Peter Pig has a few selections in short coat as well.
