Great stuff! I would also recommend looking at Old Glory's Chicago line of buildings. They are the right size for 28mm figures and could add some nice variety to your city. Sure, they look like 20's/30's structures but those are still around in cities nowadays so they are perfectly suitable.

Note: They seem expensive but if you join the Old Glory Army (for $50 USD) you get a bunch of free goodies and then 40% off everything you buy for a year.

Could try HO railway models – I know that they're nominally 20mm, but are more likely to be in scale for 15mm than the S scale and 28mm buildings I've listed. If you look at the my blog post 'More Hidden Heroes', there's a link to Bob in Edmonton's wargaming blog where he's used HO scale buildings for a 28mm supers game. If you look really close, you can see the discrepancty between the figures and the size of the doors, but this might mean they'd be suitable for your supers. Might be worth taking a 15mm figure into your local model railway store and doing a comparison?
