Any good modeling pics of rice paddies?
Going to make some for 1500's Japan/Korea.

If you can get some clear acrylic sheets such as those in cheap picture frames (Glass can work but can break easily, and Plexiglass works but tends to be more expensive) you can tape off the portions you want as the fields and then use paintable caulk mixed with various paints to get the right basic earth tone to make the berms and add sand/small rocks as well as shaping it (you can also flock it if you so desire at this point) and then give it a good dark wash.

When dry, flip it over and give it a few coats of paint to make the water look right.

You can then do different things to look like the growing rice, but that's not always necessary.

I would go with thick, artist's card as the base. Build up the walkways as HistoryPhD suggests but cover them with a slightly thinned, cheap wall filler. Instead of using the water stuff or glass/clear acrylic etc., I would simply give the field itself at least two coats of enamel gloss varnish. If you paint the field first you can stop any warping by laying a heavy weight across the walkways. The odd rice plant can be represented by small tufts of sisal string appropriately painted.
