As Editor/Contributor of TSNS in its current form, another option for using the game is to eliminate Parliament altogether (though that really is a loss once you've been able to experience the game as designed), and simply randomly determine the amount of money/months available to conduct any one campaign.
Then simply use all the campaign rules relevant to that particular theater. Using the provided tables, randomly establish the initial Native Army strength/composition, let the player(s) commanding make his initial dispositions, and begin as if War has broken out through the normal Parliamentary procedures.
The maximum budget of available time/money may be used freely to raise new units, transport those raised in Britain to the theater, establish supply dumps, muster local levies, and generally try to achieve Dominance as per the rules for that Theater.

These rules make play of large battles far simpler and faster, and are really the ideal rules to use in conjunction with TSNS.
