I would like to put together an Ottoman army for the Maurice rules so that I can game some of the lesser known battles between the Ottomans, Austrians and Russians in the 18th Century. I plan on going with 15mm scale and using Old Glory 15's since no one else has a suitable range in 15mm. Anyway, the Old Glory 15 cite lists Anatolian & European Sekan infantry units, about which I can find no information. Accordingly, I would appreciate a description of these troops. Thanks.

Here's one definition I googled up:

"The Sekhan infantry were semi-permanent troops raised by provincial governors and some were very good troops (easily the equal of the Jannisseries) while others were very, very bad."

So, provincial regulars, non-kapikulu.

This is a project I am also just starting but using Koenig Krieg as my rule set, I had the same query as you and asked Timecast UK if they could kindly photograph these two figures so that I could see what the difference was . Mark has promised to do so from some of their Old Glory display packs as soon as he can fit it in and when he does I will copy it into TMP. One thing still outstanding for me to do is to find some suitable Feudal infantry without muskets from another era that look right for this period.
One general gripe to the manufacturers : please post pictures of what you are trying to sell us !

As far as the OG 15mm Ottomans, the Anatolian Sekhan is more Arabic looking and the European Sekhan is clothed in Balkan type clothing.

If I recall, this range from OG is just a bit smaller than their normal 15mm range which seems to run closer to 18mm.

I'm sure there are many that are more knowledgeable on this that will come along with more info for you.
