How would you base 10mm ACW figures for V&B ?

Me, I'd go with 20-30 figures with a skirmish line backed by a firing line, all on a 3x3 base.

It depends upon when in the war, and which side. For federals post-Chancellorsville, I'd mount a line of infantry (both ranks), with a mounted general behind, and a mounted NCO carrying the brigade flag. Leave off the regimental colors, since each base is supposed to be a brigade.

CS I would do similarly, with a single battle flag carried by a mounted courier. Out west, those could be Hardee pattern, Van Dorn, etc, depending again on the time and theater, etc.

I'd put about 50 figs on a stand. A skirmish line out front, followed by several lines or columns. I make generic armies, but I still use Union brigade and division flags because I like them.
