I've found there are fools on the internet 12 months of the year, not just April.

Perhaps, though I blame the Emergency Water Rationing Act in CA more directly, since they tied the April Fool's Ban to that measure, to get it passed through both houses, here.

Not sure why they couldn't have just had a separate, standup vote on each.
