Does anyone know if the reorganised Portugese artillery divisions were equipped with shrapnel shells?

They were retrained by the British and similarly equipped. Therefore they would have had access to 'spherical case' shot as it was officially known.

I have made that assumption but cannot find confirmation anywhere.

Yes, they were supplied with round shot and explosive shells and also the 'sherical case'.

I can confirm that they had Spherical Case. Remember that Dickson was Colonel of the Portuguese Artillery.
