In 1870 as Napoleon III was ushered out following defeat and capture by the Prussians the French engaged in a civil war primarily in Paris.

Could the same thing have happened in 1815 when not every Frenchman would run to the colors upon Napoleon's return from Elba. And what would such a civil war look like? The old guard fighting several line battalions in the streets of Paris? What are the prospects of such a what-if???

The civil war had already started in the Vendee.

I understand that some units stayed loyal to the Bourbons and were with the allies in Belgium but were felt to be unreliable so never went near combat.

There were a very good posibility after the Waterloo campaing.

Napoleon knows that if he tried to return, mostly of the Army were with him. But not all. He resigned thinking in avoid a civil war.

So there is the possibility of a Napoleonics wargame without a bunch of grubby foreigners to sully the field.
Would the "rebels" have had white Bourbon flags? A return to the old regimental colors?
What about uniforms? Did the Bourbons wear the same ?

The uniforms at those days were the same, only a "cocarde" on the hats or a flag could distinguish them.

I would think the Royalists would have Bourbon flags or white banners with religious images, like the Vendee rebels. I have a couple units of the rag-tag Vendee rebels – not enough, of course.
