…a 28mm male figure that's a prisoner. Longish hair, beard, torn clothing or rags to fit in with a late 1800's vibe. the plainer, the better. Anyone can point me in the right direction?

Your best bet may be to modify an ancient male slave figure. You can usually find them in Gladiator ranges.

It's a pack of figures rather than a single figure, but some of the figures in Old Glory 25s' Captured Pirates (OGP-25) should work.

I've got them, and unsurprisingly they have a distinctly early 1700s vibe.

Foundry has a pack in their American Civil War range that includes a few prisoners. CWK12 (In the Infantry in Greatcoats collection).

Also take a look at their Old West line, some of the figures from "City Slickers" collection might be useful.
