Could someone point me in the right direction regarding rules and models for gaming in the sail/steam period of the late 19th century. More interested in the European ironclad period rather than the ACW (already do this in 1/600th scale).

A&A Games have ironclad rules that cover both sides of the Atlantic, they just came out with a new edition (David Manley is one of the authors): link

I think there was a set by Ben King, who did pre-DN rules and 20th century stuff, but maybe they were just ACW.

I'm less sure about models, but perhaps David Manley can chime in on what they use. I suspect Navwar has something, maybe Figurehead/Hallmark.

Tumbling Dice has a 1/2400 Victorian line that is fairly extensive. I believe War Times Journal has some late (RJW, Span-Am) stuff as does Panzerschiffe. Hallmark/Figurehead has their Lissa ranges and Panzersciffe has ranges similar to War Times Journal.

I used to have Tumbling Dice and I found them to be poor castings. Fishing weights. Hallmark does 1/2400 Lissa-era ships.

On the models, Navwar has got a good range of the European stuff in 1:3000. Tumbling dice has a extensive and growing range, covers the south American conflicts as well as British, french and ACW. They are robust looking but I like them and find them enjoyable to paint.
