Depends. Are you painting the Flemish twist on them?

If you are, you're certifiable. ;)

Not in my book. Once in – never out. You can see them and what's worse, you will note their absence in future.

I used to put fusewire bowstrings on 15mm figures. I'm cured now, but I would still do it on 28s.

I'll be able to tell my opponents they can't shoot, as their archers haven't strung their bows.

I do it, not for esthetics alone, but because it helps the miniature bear the rigours of battle. The time spent "stringing" the bow with brass wire is offset by the time I used to spend reshaping bows, or worse, mending broken bows.

I do it for myself and have no problem with those who show up with unstrung, bendy and broken bows :-)

If you have the time, and are so inclined, go for it. When done well, this is a nice upgrade to 28mm figures. I added bowstrings to some 15mm figures long ago, but haven't bothered in a long time.
