I'm having a periodic rush of HOTT enthusiasm and the lead pile is being combed out again for DBA/HOTT armies.
I've found enough for several Baltic Crusades/Russia/Mongols type affairs.
I'm also good for Daleks so that leaves the Doctor.
Anyway here are some possibles and yes they may not all be concurrent characters but this is HOTT after all.

The Doctor -Sneaker -maybe hero. Of course the Dr Who canon will allow for several Doctors to be deployed at once.
Romana -she's a time Lord (Lady?) -magician
The Brigadier -hero or Cleric
U.N.I.T. -shooters
U.N.I.T.heavy weapon -artillery
London Resistance -hordes , warband or shooters
K9 -flyer ( in a later incarnation admittedly ) he has a laser in his nose
Morvellans -paladin or shooters -fought the Daleks
Mechanoids -blades
Robot -was design initially to be of benefit to mankind so we'll bring it in to be helpful -behemoth
Sarah Jane or similar -not sure , maybe another sneaker
Jamie -Jacobite hero – he saw the phantom piper (a cyberman)
Tardis -stronghold -maybe a god but I'm not sure to what extent it would be doing anything without the Doctor inside it.

What do you think folks?

You could do a bunch of companions as hordes.

You could do a Doctor/TARDIS stand as a Flyer stand, or even a God stand – certainly a Hero stand at least.

A Dr River Song stand would definitely be a Sneaker!

And a Paternoster Gang stand would be good as a Cleric perhaps – they are always aiding the Doctor in some capacity, not so much actually "fighting" the enemy.

Weeping Angels wouldn't really work on a battlefield, too many people looking at them. They'd be a terrain feature.

I didn't realize you were doing 28mm HOTT (I keep thinking 15mm that we've been using for DBA/HOTT).

Crooked Dice has a number of good "not Doctor Who" figures.

The recent "Warrior Amy Pond" could be a good Hero or Cleric maybe.

Thanks Mr Canuck . I recently bought a job lot of old figs for next to nothing and there was a John Pertwee Doctor and 3 cybermen in the bag -happy days, in fact I've picked up most of the stuff over the years for not much.

Hi Maddaz -I was all set to base up for HOTT then I discovered link
I might need to do movement trays as well!!.
I ordered a few more bits from Black Tree which arrived today -the figures are much better than I expected from the pics on the site.
You're right of course -the Tardis has got to be the Stronghold.

Lastly my wife gave me the 'Keys to time' boxed set for Christmas which I hadn't watched until after I posted here and funnily enough, bearing in mind the DBA armies I'm putting together, all the characters were dressed in quasi Russian/Mongol kit with guards in a rather fetching Teutonic knights get up.

Coincidence -I think not…

As a game Doctor Who is best cvered as a RPG or using the skirmish rules above. It desn't really fit the kinds of actions represented by HOTT. But a UNIT vs Aliens (in this case Daleks) just about fits.

I have an alternative version of the Daleks in which the Master is dropped in favour of a Airboat general (Saucer) and two of the rank and file Daleks are dropped in favour of a couple of Daleks on flying disks (Flyers). Daleks flying under their own steam are a modern fad (on TV anyway) – my army represents good old-fashioned 1970s/80s Daleks.
