"Roughly $70 USD billion in Pentagon weapon systems are deemed major acquisition programs. But it's the other $100 USD billion that's a bit more of a mystery. Here's how the Pentagon categorizes its weapons systems: There's the major acquisition programs, known as acquisition category I, or ACAT I, which are expected to cost more than $480 USD million in research, development, testing and evaluation, or more than $2.79 USD billion in procurement funds. According to a report from the Government Accountability Office released Monday, those programs accounted for about 40 percent of the $168 USD billion spent in fiscal 2014 to develop, test and acquire weapon systems and other products and equipment. Then there's the rest — dubbed ACAT II and ACAT III programs — that the GAO reported have fewer reporting requirements and are overseen at lower organizational levels, despite the fact that they may have annual funding needs that are just as significant. The GAO doesn't know for sure, because the Department of Defense could not provide sufficiently reliable data for the GAO to determine the number, total cost, or performance of those programs…" Full article here link Amicalement Armand |
