"If military strength and ability was determined solely by the number of soldiers participating in military exercises, Russia would be able to steamroll through NATO without much of a second thought.

Since 2013, Russia has launched a number of military exercises with troop numbers regularly surpassing the 100,000 personnel mark. In comparison, the largest NATO member exercise during the same time frame took part in Norway in 2014 and had 16,000 personnel.

The following chart from The Atlantic Council sums up the vast numerical difference between Russian and NATO exercises…"

Well anyone who knows the deal, there is more to it than that. Many in NATO today can barely afford to have a military, let alone pay for the costs of large FTXs … Off the top of my head, the US has like 14 Divs, including 1 ABN, 1 AAsslt, 2 USMC, 1 MTN, 1 RGR RGT, 1 ABN RGT, etc. … UK – 2 Divs, Germany – 2 Divs, the Dutch 3 Lt Inf Bdes, France – 11 Bdes/Rgts, Italy – 9 Bdes/Rgts, Canada 5 Divs … Can't really count the Greeks. Or the Turks who really shouldn't be in NATO, based on their recent support in the ME. They are the 2d largest army in NATO behind the USA. There are a few smaller armies/forces in NATO too. Spain – 2 Armoured Bdes, 2 Mechanised Bdes, 2 Motorized Bdes, 1 Parachute Bde, 1 Airborne Bde, 4 Legion Bns … So not counting all the newer former Warsaw Pact, etc. … NATO still has some Teeth …

That UK 2 Divisions is a bit of a misnomer though. The UK has 2 operational Divisions, one Armoured, one Mechanised, but rather more troops – basic UK formation is the Regiment or the Brigade, and there are rather more than 2 of them:

For administrative purposes infantry Regiments grouped as 5 other Divisions.

Brigades include 3 Mechanised, 2 Armoured, 1 Air Assault.

I assume that other countries are likewise not just organised as Divisions.

Another way to look at is that the British Army is about 11 combat brigades. The US Army is ~35 (post-2013 reforms), plus 9 regiments for the USMC.
