The original caption of the picture from the Library of Congress that they prominently display on their brochure was "Group of Russian sailors from the navy ship Variag during visit to New York City"

Well, the page listing all HMGS cons says:

But then the con webpage says:

"The End of the American Civil War: The Beginning of the End!"

They are getting very specific in their themes.

for next year I propose, "Napoleonic Wars of the Middle Years: The Beginning of the Late Middle Period to the End of Early Late Period." Or "Five Non-Sequential and Random Days in 1807 Soutwest of the Upper Rhine." I'm ready for either one.

Maybe the picture and the subtext imply that the end of the ACW was the beginning of the end cause that is when all the furriners started shipping in?

The Czar sent his Navy to East and West coast. Lincoln used this as leverage against British support for the Confederacy.
Russia was badly needing gold and the position of her fleet could have disrupted Britain's sea trade if Lincoln offered enough gold.
