I could be wrong, but they look like Stone Mountain Miniatures 15mm ACW naval figures. |

I agree. The two on the right of the top row and the guy on the far right of the bottom row are poses from the standard Stone Mountain ACW gunners set, reworked as naval crew. |

I was gonna guess Frontier, but I am more than willing to be wrong. Looking at them closer, the poses do not appear to be the Frontier naval gun crew poses. |
