I'm looking for 4-6 armed US Navy sailors in 28mm, but not in full combat armor/gear. Something like these gents, ie fatigues & cap;

I have the wonderful Eureka Marines, so something that mixes well with them is preferred. If I can't find any, I guess I'll get some more Eureka Marines and paint the armor/gear black like these pics.

Thank you

I guess I might go for Vietnam-era troops or whatever suitable moderns with some head swaps from Mad Robot?: link

The only caveat is that the Mad Robot heads are, I think, for 40K, and so might be on the large side.

The contrasting black armor and "US Navy" in white make for a unique-looking fig, IMO.

Vietnam US marines would work if the pocket detail isn't too great. As for the Protec Helmets, you might have to do some cutting down of the M1.

Have a look on Shapeways.

Well, when I was in, the armed watchstanders had to wear the full kit: kevlar Fritz helmet, body armor, gas mask in bag.

So I'd go with modern USMC and a paint "conversion".
