Is there a figure or preferably a matched pair of foot and mounted figures, in this scale that would be ideal and recognizable as Young Winston Churchill on campaign between 1897 and 1902?

Well, having just looked at some images of Young Winston in uniform, I don't think there are very many people on the planet who would recognize even a perfect rendition of him in 15 mm (or even 54 mm for that matter). The images I saw showed a very pedestrian looking chap – and, really, the only BIG decision to make is whether whatever figure you choose to use has a mustache or not (though a pencil thin mustache in 15 mm is going to be hard to paint and hard to see). I'd just find a reasonably suitable figure and properly label. Or you might try and find a 15 mm reported figure if such a thing exists. Check around in Zulu ranges maybe. Good luck on the hunt.

I agree with Early Morning Writer: I don't think Young Winston would look all that different from any other officer at the time.

Though you are right, I should get a mounted and foot set for my Shenanigans in Baluchistan.

Use some simple conversion work around a revolver to
turn it into a Mauser pistol and you can call him a Churchill. ….Or a guy with a Mauser pistol.

Hey, it's 15mm. We're looking at a good 15 minutes of labor here.

Excellent comments! Thanks.

Just FYI, I intend upon Teddy Roosevelt and Winston Churchill fighting shoulder to shoulder against The Hive in Panama in 1900 in the HQC Universe

I have an Essex 15mm officer that would suffice. I will get some pics.

I have to agree, particularly in 15mm. Old Winston was simply not all that distinguished looking. He was still slim, and lacked his signature jowliness that he later acquired.

I'd go with a reporter, myself. I am sure there is at least one out there. Otherwise, a patrol jacket and pith helmet, some jodphurs, and paint in civilian colors rather than military. He resigned his commission fairly young, IIRC. He certainly saw more active service as a detached officer writing as a war correspondent than he did with his regiment.
