If you're not too pedantic, you could buy the Avalanche Press Great War at Sea games. The campaign scenarios start with all the major and most of the active minor vessels (including some that are so obscure they are really hard to research) in known or probable starting locations.

As an added advantage, each game comes with multiple "what if" scenarios that assume plausible starting locations for the scenario background (e.g. my favorite, the "Triple Alliance War Plan" in GWAS Med).

If you despair at the price of those games, email Avalanche Press and ask if you can just buy the scenario books for the appropriate titles. They are sometimes willing to sell separate individual components, when they have extras.

Does the North Sea/Jutland Game from Avalanche include the French?

Jutland only has a cruiser squadron of French ACs: Gueydon, Dupetit-Thouars, Amiral Aube, Gloire, and Marseillaise. Most of the French fleet is in Avalanche Press Mediterranean.

On light forces it depends on your scenario. Some of the smaller nations rely on their light forces. I kind of like the scenarios with torpedo boats.
