Which rule set would all of you recommend for skirmish games for the actions of Quantrill's Raiders and the like?

If I can tout a product I helped develop (primarily as a playtester), might I suggest a "The Sword and the Flame" variant called "The Sword and Secession."

Units, which can be of whatever level you want them to be, are fairly standardized with 20 infantry, 12 cavalry, or a gun with 4 gunners. But you can easily reduce the unit sizes by 1/2 without too much complication.

Dead Mans Hand using the bushwhacker and jayhawkers variant from WI first choice. American Uncivil War would be my second.
