Besides Musketeer Miniatures, can anyone direct me to where I could purchase unarmed civilan figures? I am looking specifically for a member of the clergy (not holding a crucifix) :)

Look at model railroad figures. Probably your best bet.

Look through the Picture Gallery on the Very British Civil War forum. I think I recall seeing a number of different clergy figures there.

i think I know what you are looking for, but there is not much around. I would like unarmed civilians for my Irish war games -i've looked into RR figures but nothing great. There are Belgian civilians from WWI from Brigade Games that look quite good but I have not seen them in person.

The best way to acquire unarmed civilians is to get armed civilians and cut off their weapons.

The Perry Brothers make a wonderful line of generic civilians

Redoubt Boxer civilians offer much conversion potential.

I have used Redoubt civil war artillery as civilians (see spare heads for variety)

Many Dixon ACW figures lend themselves to civilians, down load the catalog to see figures with easily removable weapons and artillery tools

Artizan Thrilling Tales is packed with civilian figures, or armed types that just need a snip here or there, change a head and there you go

I mostly look for civilian figures in order to arm them for militia.

I just found this new range from Artisan. Lots of good convertible civilians, either way.

Also, check out various ranges of Boers. Often horse holders or figs on guard can be converted. Too bad most have bandoliers.

This should get you started, with the other suggestions. There are many civilians out there.
