Overall I really like these but the one thing that really puzzles me is why they included 30 extra rifles on the sprues but only 21 Tarelton helmets,14 Light Infantry caps and 13 round hats? I'd much rather have enough of these three heads to do a whole unit than all those rifles (which are of very limited used IMO).

Space on the sprue? Muskets/rifles are quite thin.

in case of breakage it would be more useful to have the muskets with arms attached like the rest . separate muskets don't make much sense .

I don't know why WF stocked the set the way they did. There is one pose which does require a loose musket, and it might be possible to give certain command figures muskets. You can also use some of the muskets in lieu of the muskets without bayonets for the comparable pose in the militia set. Even so there is a surplus. You could ask WF directly and they have a forum.

I do agree that a couple of spare arms with muskets for the shooting pose would have been nice.

On the heads I imagine the assumption was that very few people would buy single sets intending to put all figures into just round hats, just caps or just helmets. Most of the figures I've assembled so far have been in tricorns so I have an excess of the other heads.
