I'd paint them using a few layers of dry brushing over a black under coat. Start dry brushing with dark red and build up to a lighter colour.

Prime with Rustoleum or cheap walmart red primer. Drybrush your way up to a scarlet.

Fastest, simplest method? Paint it red, apply a glossy clear coat (makes the paint surface smooth so the shading will largely accumulate in the folds, only), then apply The Dip, followed by a matte clear coat. If you want to test this method, get a plastic Army Man figure, apply the method as described, and see how it turns out -- cheap, easy, and fast. Cheers!

Keep your highlights up with yellow and orange tints if you want to keep a flame feel to them.
