Gripping Beast sells packs of small bucklers. Added advantage is that those great LBM decals fit them perfectly.

Quarter inch paper punch and thin plastic card?
Then drill and pin, the pin is your shield boss.

If you want layers do a punch from paper with a bit of texture and glue it on the plastic. For the rest paint it, rim, reinforcements, decoration and/or natural colour

Thumb tacks. Pop off the brad underneath (or drill a hole in the arm of the figure and use it as a mounting post) and roughen up the shiny face with body putty or a little epoxy and it'll work fine. I used them for cymbals with my Turkish one-man-band, buckled tot he legs and they worked fine.

As for plastics, Perry set of European Infantry 1450-1500 (also known as "Mercenaries") comes with 15 very nice bucklers of various types.

These are not sold separately, but you might be able to get a few spare ones from people who have bought the set. I have used mine for a variety of purposes, and don't have any spare ones.
