There's a a way you can get country specific specials in other locations. I'm in the US and did it to get the UK specials for In Her Majesty's Name on my kindle.

You change the location of where your kindle is registered to, buy the book, and then change it back. I don't remember exactly how to change the location, but there are lots of places on the web that outline the steps.

I took about 5 minutes to do the whole process.

Change the location is in manage your Kindle section. Is easy to find and do.

It's frustrating. This keeps popping up on Kindle UK.- If I was interested in the whole thing, I'd just go ahead and buy a hard copy. But I really only want to check out the rules for use in other eras. So I will continue to not have it.
