During Ivan the Terrible reign, Ermak, or Yermak, led his cossacks against mainly tartar tribes.

they should not be very different from Kalmyk/Bashkyr/Tartar units from Russian 17-18 century armies.

According to Mikhael V Gorelik, author of Warriors of Eurasia (Montvert Publications), the Russians fought Ob Ugrains, the Khanty and Mansi, who were distant relative of the Hungarians. Further east lived the Tungus tribes and the Yakuts. And in the far north-east of Siberia the Chukchi who were able to keep their autonomy. They raided the American and the Asian shores of the Bering strait.

Old Glory Dismounted Mongols in their "Mongols in Europe" range will work. Also, check out mounted and dismounted Tartars in their Renaissance ranges.

Unfortunately, I am yet to see Far Eastern tribes with wooden armor and such, similar to Gorelik's book. It's possible that Molnia/Molniya had some that resembled them, not sure. Possibly some Chinese ranges may have figures with lammelar or similar armor that can be painted to resemble those warriors.

Kremlin Miniatures had a nice little range in 15mm but they are long gone as far as \i know.

If I were to skirmish game this period, I might do it in 15mm, to allow for more interesting terrain in the same space.

I just started painting some of the MY Miniatures for this same project. I'm looking forward to building some snow covered teepees and fortifications. And the sleds and reindeer of course! I found some pictures of the Kremlin range here:

I've just bought Harry Hotspurs Irregular Wars rules which so 15mm it is!! These rules are good for 28mm too of course and I have a load of Foundry Cossacks but I originally wanted to use the Kremlin stuff which disappeared as soon as I was ready to make my order. Still thanks to Skeptic I'm back on track.

The Irregular Wars rules are a lot of fun, you should enjoy your project. Our group has had close games every time we played that rules set.
We don't have Cossacks or opponent tribes though.

Although if I stretched things, I do have Tlingits so they could possibly fight Cossacks serving the Tsar. No Cossacks though.

So many projects, so little time.
