While a Gallup poll released just days before Dec. 7, 1941 revealed that only half of Americans at the time (52 percent) believed that a conflict with the Axis was inevitable, a sample taken following the bombing showed an unprecedented 97 support for war.[1][2] Not even the 9/11 attacks 60 years later produced such unanimity (support for the so-called War on Terror peaked early at 89 percent). They had a special about the series. It was made to be shown to American servicemen to explain why we were in the war. Just because the US public supported the war did not mean that an individual soldier or sailor knew what led up to the war. Also, with time and casualties it might be difficult to keep the effort going without propaganda supporting the war effort.

The majority of the series was actually taken from German, Japanese and Italian propaganda and news reels sent to the US by their respective governments. We put an American twist on it and used it against them.

Not then it wasn't, it took a direct attack to get the US to directly involve itself in the war.
