B) What would you suggest as a stand-in for gaming with 15mm figures?

One of the links you posted says the sculpture is 15' tall. So if you are going to do 15mm anything 28-30mm tall would work. As basic as that sculpture is I would just do it in sculpey or fimo. If you do that you can even pose it the way you want.

Back on subject;
You could get some "Cut" nails or horseshoe nails and bend and glue them to shape or if you know some who could weld them. :D
