I am looking for very small longboats or row boats , about 1/2" to 3/4" long, so that 1 couple could be put on a 1" square base.
Something in the 1/300 scale or 3-6mm. Pirate landing boats might work.
Anyone know of any ? I have seen them as accesories in bigger ship kits, but not seperately. Thanks.

Thoroughbred has a 1/600 "Ships boats" pack.

2 diff type's. some with 2 rows of seats some with just one. The ones with 2 rows of seats are a little bigger. These are all 1/600 Thoroughbred ships.

Irregular Miniatures have a huge range of miscellaneous items in 6mm. Among them is "B06 Small rowing boat". I haven't seen them myself but I imagine they'd serve your purpose.

If you're looking for something a little larger, Old Glory has life boats (code BW-301). They come in a 4 pack. They'd be suitable for 15mm skirmish or even a Moby Dick Scenario.
