I just saw in local news a vet her received one. Plus I belong to Canadian Army Veterans motorcycle unit and one of our Honourary members a dispatch rider received his earlier. He has some good stories. He was wounded in Normandy and it was the end of the war for him.

We had a ceremony last year to commemorate the renovation of our "40 & 8" car. The honorary French consul (a professor at one of our state universities) talked with several of the WW2 vets who were there. When she found out that none of them knew about the French medal, she got their names and numbers and arranged award ceremonies for them. So if you know a WW2 vet who helped in liberating France, I would suggest to get him in touch with the local French consulate or embassy or with the local veterans' affairs office to get the award presented to him.

It should be "Vive la France."
"Viva" is Spanish, and France is a feminine noun, taking "la".
